What firestopping actually is
Buildings are divided by walls, floors and other assemblies that are rated to resist the spread of fire and smoke for a defined period of time. Almost every one of those assemblies eventually gets penetrated — by pipe, conduit, cable tray, duct, structural steel or a joint between two components.
Firestopping is what restores the rating at those openings. A firestop system is a tested combination of the assembly, the item passing through it and the specific materials used to seal around it. Because it is tested as a system, the material by itself is not the answer — the installed condition has to match a tested and listed configuration for that situation.
Why existing buildings are the bigger problem
Firestopping is not a one-time construction step. Over a building's life, cabling gets pulled, equipment is replaced, tenants build out space and maintenance crews drill through walls. Every one of those events can create a new unprotected opening in a rated assembly, and current guidance treats firestopping and penetration protection as something that has to be maintained over the life of the building, not just installed once at construction.
That is why the most common calls we see are not new construction. They are inspection failures, deficiency lists and “we opened the ceiling and found this” discoveries in buildings that have been occupied for years.
